FAQ for Singapore Residents (Singapore Citizens, Permanent Residents, and Long-Term Pass Holders) who have visited an RGL-eligible country/region via RGL and are returning to Singapore, i.e. Returning RGL travellers.

Brunei Darussalam
1. What health measures will apply to me upon my return to Singapore after my RGL travel?
Singapore Citizens, Permanent Residents and Long-Term Pass holders returning to Singapore from their trip to Brunei Darussalam under the RGL are not required to serve a Stay-Home Notice. However, they will be required to take a COVID-19 Polymerase Chain Reaction test (“PCR test”) upon arrival and remain in self-isolation until a negative PCR test is conveyed.
Travellers are reminded to submit their health declarations via ICA’s SG Arrival Card e-Service up to three days before their scheduled arrival in Singapore. Travellers can disregard the electronic SHN sent upon the submission of the Electronic Health Declaration through ICA’s SG Arrival Card e-Service, provided that the conditions above are met.
2. Do I have to pay for my COVID-19 medical bills if I am found to have COVID-19 upon return from Brunei?
Travellers will be responsible for charges for COVID-19 treatment if symptoms develop within 14 days of arrival. Singapore Citizens and Permanent Residents who travelled to Brunei on the Singapore-Brunei RGL may access Government subsidies and MediShield Life/Integrated Shield Plan to help pay for their bills. Long-Term Pass Holders who travelled to Brunei on the Singapore-Brunei RGL may tap on their usual financing arrangements, such as foreign worker insurance.
Singapore Citizens, Permanent Residents and Long-Term Pass holders should retain the PDF copy of the Entry Travel Pass which confirms that he/she was granted approval by the relevant authorities to travel to Brunei under the RGL. The document is to be presented to the hospital as an indication of eligibility for Government subsidies, MediShield Life/Integrated Shield Plan or any other form of coverage (if applicable), should he/she be tested positive for COVID-19 upon return from Brunei via the RGL.
Mainland China
1. What health measures will apply to me upon my return to Singapore after my RGL travel?
Singapore-based travellers returning from their travel on the Singapore-China RGL will be exempted from the prevailing SHN policy applicable to incoming travellers to Singapore, if they:
- Undertake a COVID-19 PCR test at the airport at their own cost upon arrival in Singapore and remain in isolation until they have been notified of their on-arrival test results. You are strongly encouraged to pre-register and make advance payment for the PCR test via this link to minimise processing time at the airport: https://changiairport.com/safetravel/; and
- Produce the letter from the PRC Embassy in Singapore which confirms that he/she was granted approval to travel under the Singapore-China RGL to ICA at Singapore Immigration.
Please disregard the electronic SHN which you may receive via email upon submission of the Electronic Health Declaration through ICA’s SG Arrival Card e-Service, provided that the conditions above are met. If the above conditions are not met, travellers will be subjected to the prevailing health regulations in Singapore upon arrival in Singapore, including the requirement to serve SHN. 2. Do I have to pay for my COVID-19 medical bills if I am found to have COVID-19 upon return from China?
Travellers will be responsible for charges for COVID-19 treatment if symptoms develop within 14 days of arrival. Singapore Citizens and Permanent Residents who travelled to China on the Singapore-China RGL may access Government subsidies and MediShield Life/Integrated Shield Plan to help pay for their bills. Long-Term Pass holders who travelled to China on the Singapore-China RGL may tap on their usual financing arrangements, such as foreign worker insurance.
Singapore Citizens, Permanent Residents and Long-Term Pass holders should retain the Letter of Invitation issued by the Chinese provincial/municipal authorities of Chongqing, Guangdong, Jiangsu, Shanghai, Tianjin or Zhejiang specifically for essential business or official travel to China via the RGL. This letter is to be presented to the hospital as an indication of eligibility for Government subsidies, MediShield Life/Integrated Shield Plan or any other form of coverage (if applicable), should he/she be tested positive for COVID-19 upon return from China via the RGL.
Germany
1. What health measures will apply to me upon my return to Singapore after my RGL travel?
Upon arrival in Singapore, all Singapore-based travellers returning from their travel on the Singapore-Germany RGL, will be:
- Required to take a COVID-19 Polymerase Chain Reaction test (“PCR test”);
- Served a 14-day SHN which they will serve at the SHN-Dedicated Facility, and take another PCR test before the end of the SHN.

Malaysia

- Required to take a COVID-19 Polymerase Chain Reaction test (“PCR test”);
- Served a 14-day SHN which they will serve at the SHN-Dedicated Facility, and take another PCR test before the end of the SHN.

Travellers will be responsible for charges for COVID-19 treatment if symptoms develop within 14 days of arrival. Singapore Citizens and Permanent Residents who travelled to the ROK on the Singapore-ROK RGL may access Government subsidies and MediShield Life/Integrated Shield Plan to help pay for their bills. Long-Term Pass holders who travelled to the ROK on the Singapore-ROK RGL may tap on their usual financing arrangements, such as foreign worker insurance.
Singapore Citizens, Permanent Residents and Long-Term Pass holders should retain the letter issued by the ROK Embassy in Singapore which confirms that he/she was granted approval by the relevant authorities to travel to ROK via the RGL. This letter is to be presented to the hospital as an indication of eligibility for Government subsidies, MediShield Life/Integrated Shield Plan or any other form of coverage (if applicable), should he/she be tested positive for COVID-19 upon return from the ROK via the RGL.
