Additional Responsibilities for Party Submitting the Entry Application (Employer or Employment Agency)
Entry approval requirements
What employers/employment agencies must do when the FDW/CN enters Singapore
Employers/employment agencies must:
- Ensure she complies with the SHN upon arrival, if applicable.
- Ensure she takes all the required COVID-19 tests.
- Arrange for her to travel using the designated transport, unless she is serving SHN at a dedicated SHN facility.
- Get her to download both WhatsApp and FWMOMCare app on her mobile phone. She must respond to the Ministry of Manpower (MOM)’s phone calls, WhatsApp video calls or SMSes within 1 hour. This includes ensuring her prepaid card has sufficient value. She must also report her health status using the FWMOMCare app.
- (Only for FDWs and CNs who are issued an electronic monitoring device by the checkpoint) Ensure she installs the mobile application and registers the device within 1 hour of arriving at her SHN accommodation.
- Provide her with food and other daily essentials throughout her SHN, unless she is serving SHN at a dedicated SHN facility.
- Reschedule any non-emergency medical needs (e.g. follow-up visits for chronic conditions or refilling of prescription) so that she doesn’t need to leave her SHN accommodation.
What FDWs and CNs must do during their SHN
FDWs and CNs must:
- Remain in their SHN accommodation at all times.
- Carry their mobile phones with internet connection at all times. They must respond to MOM’s phone calls, WhatsApp video calls or SMSes within 1 hour. They must also report their health status using the FWMOMCare app.
- (Only for those who are issued an electronic monitoring device by the checkpoint) Wear the device and charge it throughout the SHN.
- Take all the required COVID-19 tests.
- Not have any visitors and minimise contact with others.
- Maintain a record of persons they come into close contact with.
- Act responsibly based on advisories issued by the Singapore Government.
If employers are unable to fulfil the entry approval responsibilities
They can get employment agencies to submit the entry application. In this case, the employment agency needs to fulfil the responsibilities.
If no party is willing and able to fulfil the responsibilities, the FDW/CN should not enter Singapore.
Penalties for non-compliance
Employers, employment agencies, FDWs and CNs have a collective duty to comply with the entry approval requirements.
Enforcement action, including revocation of work passes and suspension of work pass privileges, will be taken for non-compliance or false declarations. Demerit points will also be imposed on employment agencies whose actions result in violation of the requirements by FDWs or CNs.
