The Work Pass Holder General Lane (WPHL) is a Safe Travel Lane that facilitates the entry of foreigners with passes granted by the Ministry of Manpower (“Pass holders”) into Singapore.
All pass holders must obtain an entry approval to enter Singapore. This however, excludes pass holders conveying essential services or supplies (e.g. lorry drivers or vegetable supply truckers) coming from Malaysia by land or sea.

For passes or IPAs that have less than 15 days of validity, please renew the passes or extend the IPA validities before submitting entry applications.

|Due to the need to stagger the entries of pass holders from higher-risk countries/regions, new entry applications can only be accepted for pass holders who remained in the following lower-risk countries/regions for 21 consecutive days before departing for Singapore:
- Brunei Darussalam
- Hong Kong
- Mainland China
- New Zealand
For existing approved entry applications, pass holders must not transit through or visit any of these countries/regions within the last 21 days before departing for Singapore, or they will be denied entry:
- Sri Lanka
For employers whose pass holders had been approved to enter previously but entries needed to be rescheduled, please refer to the Ministry of Manpower's email for the dates to bring them in.
We understand these measures are difficult for employers and their pass holders, and seek understanding on the need for these control measures to keep Singapore safe. We are currently working towards allowing new applications and will provide updates on this shortly.

|Work pass holders, who are:
- Citizens or Permanent Residents of Malaysia;
- Have an issued work pass, i.e. not on in-principle approval (IPA);
- Entering Singapore from Malaysia via land; and
- Able to stay in Singapore for at least 90 days for work
|Employers to apply: Periodic Commuting Arrangement
|Construction, Marine shipyard or Process sector workers (“CMP workers”), who:
- Hold Work Permit, Training Work Permit or S Pass, or IPA for any of these 3 passes; and
- Are entering Singapore without their dependants.

- Work Holiday Pass (WHP) holders
- Personalised Employment Pass (PEP) holders (without employers) and their dependants
- EntrePass holders (without Corppass) and their dependants

|Immediate family member, relative, fiancé/fiancée of a Citizen or Permanent Resident of Singapore (SC/PR), with a valid work pass

||The approval letter will indicate the travel health control measures submitters (i.e. employers or employment agencies which submitted the entry applications) and their pass holders must comply with.
As the control measures are subject to change based on the global situation, the Ministry of Manpower (MOM) will inform submitters whose pass holders have obtained approvals of the changes by email.
