New entry applications under the Work Pass Holder General Lane for pass holders from higher-risk countries/regions (i.e. all countries/regions, except Australia, Brunei, Hong Kong, Macao, Mainland China, New Zealand and Taiwan) are no longer accepted. Pass holders entering under the Periodic Commuting Arrangement (PCA) or Reciprocal Green Lane (RGL) are not affected by this change.
Affected pass holders under the Work Pass Holder General Lane will have their in-principle approval (IPA) validities extended. Ministry of Manpower (MOM) will share more details on this later on. In the meantime, for IPAs that are expiring soon, you can request for an extension.

The Work Pass Holder General Lane (WPHL) is a Safe Travel Lane that foreigners with passes granted by Ministry of Manpower (pass holders) may use to enter Singapore.
Given the ongoing pandemic, all pass holders must obtain the relevant Entry Approvals to enter Singapore. However, those conveying essential services or supplies (e.g. lorry drivers or vegetable supply truckers) coming from Malaysia by land or sea crossing are exempted from the entry approval requirements.
Schemes to Bring Pass Holders into Singapore

*Foreigners with Long-Term Visit Passes granted by the Immigration & Checkpoints Authority (ICA) must apply for entry under the Familial Ties Lane, even if their LOCs were granted by MOM.

As the global situation evolves, Singapore will continue to adjust its border measures to manage the risk of importation and transmission to the community. Companies and pass holders must comply with the prevailing entry approval requirements, including paying for their stay at the Stay-Home Notice Dedicated Facility (SDF) and COVID-19 tests, where applicable.
